A group of people stand in front of a memorial stone at a ceremony, with a man in a blue shirt speaking into a microphone. The memorial honors the lives lost in the historic flood of July 28, 2022, in Knott County, Kentucky. The stone lists the names of those who perished and expresses remembrance of survivors, volunteers, and first responders. In the background, there is a stone building with a flagpole and a few people seated and standing around the memorial.

The group consists of two women and four men, all wearing casual attire, with two of the women in blue and one man in a green shirt. The man in the blue shirt is in the center, and everyone is standing closely together in a professional but friendly manner. The room appears to be an indoor setting, with a Kentucky flag visible in the background.
